Torque on connecting rod (Briggs)

How much torque sould i put on a 12 horse briggs connecting rod. I am rebuilding. Loctite? And also how do you put the internal governor spinner thing back in the right place it fell off when I pulled the crankcase apart. I know it slides onto the cam. Thanks

the rod torque spec can vary by model number. the 12 hp rating can be on a briggs engine with anything from 22 to 28 cubic engine engines so model number would be helpful. no loctite required. the governor-oil slinger slides over the cam shaft with the medal arc facing toward the oil pan and it will center itself in the oil pan when installed.
