Toro z4200 brake slipping

I have a Timecutter Z4200 z mower, approx 11 years old.
model 74360
S/N 270000276
When I stop driving and the levees are out (brake on) the drive is still engaged, very slowly but engaged. Seemed like the brake is not engaged.
I took the rear wheels off and see that the brake is slipping on both sides.
not sure is I should try replacing the disc brake or brake arm kit #59 and 53 in parts diagram. They don’t appear to be stripped.
Anything I can check prior to purchasing parts?

If the mower is still trying to move in neutral position then the hydro transaxle(s) neutral adjustment(s) is (are) off and is (are) powering through the brake(s). Also remove the brake cog engagement arms and check the teeth. They do wear where you can't from the angle of your images.

Thanks StarTech. The engagement arms are worn a little bit but still seem to lock in well.

the mower is definitely still trying to move in Neutral. Is there a link for the 4200 neutral adjustment? I'll check that first.

First you will the problem on the mower side or the hydro side.

Thanks for the info!
It was the neutral adjustment with the yoke for the transaxle linkage. All set.
Anyone with similar problem, it was in the service manual 5-25.
