Toro Wheelhorse 15 hp steering wheel removal

I have a Toro Wheel horse 15 hp garden tractor model 72050. I want to remove the steering wheel. What is the best type of puller to use and how do you fasten it? I have a tilt steering wheel and there is a rubber boot that covers the bottom of the wheel that seems to get in the way of accessing the bottom of the wheel. The underside of wheel looks like a rather flimsy plastic and I do not want to damage the wheel.

I know how the wheel is fastened to the steering shaft. I'd like to know the best kind of puller to use. I'd also like to extend the wheel about 3 in higher. Do you know of a wheel that is 3 in longer and will fit the Toro WH model 72050 splined shaft?

Don't know of any longer steering column. I use either a rubber mallet or brass hammer to remove wheel.
