Repairs Toro timecutter z380

I need help!! My toro timecutter z380 blades won't engage. I brought a new pto switch and still will not work. Plus had to jump of the battery and then it wouldn't cut off when I turn the switch to off. What could be the problem?

not turning off:
check the connections on the ignition sw. make sure they have good contacts
check the stop circuit

jumping battery:
make sure battery is good
check charging system
check for any battery draw on it (while turned off) like a dead short (bare wire, etc.)

pto switch
check connections and wires first (make sure connections are good and wires not damaged)
