Toro Suzuki 4 cycle problem cutting out after start up

I have an older model 20622 that has me stumped. It starts on the 1st pull then cuts out after a few seconds. Feathering the choke will keep it running until it warms up. It has a BBC. Engaging the blade when cold causes the engine to cut out and a slight backfire. It runs perfect when warmed up.
Carb was cleaned multiple times, i.e. Chemical soak followed by ultrasonic cleaning.
Ignition system cleaned and gapped.
Valves adjusted. New plug. Complete fuel system cleaned, new fuel line, etc.
All of this results in no improvement. It sounds as if it is running lean initially.
This is my old favorite. I have used it for years.
Any suggestion and help would be appreciated.
(I am a decent mechanic and rescue old Suzuki Toro mowers but cannot figure out this one.)

You have a lean startup mixture, I would set the float level on the rich side(slightly lower when tipped upside down).
