Toro self -propel will not pull backwards

Recently bought a used Toro model 21352. Runs great, self-propel works, but mower will not let me pull backwards while it is running. As soon as I shut it off, it rolls freely. It is like it will not release tension on the belt . Looking for ideas to fix. Thanks

make sure the belt is tensioned properly and the wheels are lubricated. Pushing the handle forward should cause the belt to grab more. There is also a drive cable that has to be properly adjusted and not binding. The manual can be downloaded from Toro. This is a variable speed unit, not a PersonalPace unit. More than likely the belt is worn and the owner adjusted the cable to tight to get it to work. I would replace the belt and adjust the cable properly. This manual will probably help you out. https://www.toro.com/getpub/22446

I adjusted the cable so that it is at it's longest and the self-propel still works, but still have the same problem. Will check the drive gears, and look for a new belt.

just as an FYI, Toro 21352 is not listed in that manual although it may cover it. There are two sequences depending on serial number at Toro. Good Luck.

The model may not be listed in the manual, but the trannie and how to adjust it is there. Toro systems have not changed in the last 25 years, if you know what you are doing they are easy to figure out.
