I recently purchased a non working Toro Recycler 7.0 190cc. I have since drained/replaced all fluids, removed and cleaned carburetor, replaced spark plug and filter. The mower will not start easily but eventually after many pulls will start up and white smoke comes out of air filter box. The mower will also NOT start if the filter is on. I noticed that oil was spitting out of the tube in the back of the air filter box. From what I was reading online, it might be a head gasket? Any thoughts on what to try next?

Check that the oil is not over the full mark or smells of gasoline.
I’ll bet the float seat has swelled, lowering the fuel level in the float bowl, causing a lean mixture at start up. I would be cleaning and rebuilding the carb with new needle and seat. Briggs part number 398188.
