Trying to fix what seems to be a drive throttle issue with a Toro Personal Pace Spin Stop 20333 / Recycler (close to or an exact match of this one). Normally the mower would sit at a standstill after the engine was started until the control handle is moved forward. Now the self propel feature is engaging and moving the rear wheels as soon as the mower is started. I suspected the belt may have been binding or was wearing out and tried replacing it, but the mower is still going into drive by itself as soon as the engine spins up. Could this be a problem with the angle of the transmission on the rear axle? The transmission is making the belt twist upward (2nd photo), is this expected? The belt also seems to be coming into contact with the top of the bolt holding the brake plate in position (4th photo) which also makes me suspect the transmission angle on the axle, but I haven't been able to find the specs for what transmission the transmission angle is supposed to be.
