Trying to fix what seems to be a drive throttle issue with a Toro Personal Pace Spin Stop 20333 / Recycler (close to or an exact match of this one). Normally the mower would sit at a standstill after the engine was started until the control handle is moved forward. Now the self propel feature is engaging and moving the rear wheels as soon as the mower is started. I suspected the belt may have been binding or was wearing out and tried replacing it, but the mower is still going into drive by itself as soon as the engine spins up. Could this be a problem with the angle of the transmission on the rear axle? The transmission is making the belt twist upward (2nd photo), is this expected? The belt also seems to be coming into contact with the top of the bolt holding the brake plate in position (4th photo) which also makes me suspect the transmission angle on the axle, but I haven't been able to find the specs for what transmission the transmission angle is supposed to be.

There are no specs for transmission angle, as it changes. Looking at your pics I would say you are in need of two new belts, both drive and BBC. Your model doesn’t have a service manual available but if you do the following you can get one that will work. Go to Toro.com and then select parts and manuals. Type in this model number 20373 and then when requested use serial number 313000001. Under this unit you can select service manuals and you need manual number 492-9333. This has instructions on how to change and adjust the belts. I hope this helps.
Hey dumb earlier self, maybe the new belt you got was the wrong size. Try a different size belt and then adjust the throttle cable for the self propel. The only thing holding that transmission at that angle is the drive / V belt itself. Remember how you rotated the transmission upside down when you changed the belt the last time?

Good point on the BBC. The current belt looked like it might have some life left in it, but I'm not sure when it was last changed. I guess it wouldn't hurt to replace that belt as well since the mower undercarriage is already halfway disassembled.
