Toro Proline MODEL 30177 PTO Issue

I own an older Toro Proline model 30177.
The pto fuse keeps blowing. There are no bare wires or dead shorts. Any suggestions on what the problem may be?
A larger fuse worked for a while however the pto stops after a brief time.
 
I would say your clutch is developing a hot short, causing the fuse to blow. Very tough to test. You would have to check the clutch with a meter immediately after the fuse blows for a short to ground. You need to make this test before the clutch has a chance to cool down. Solution replace clutch.
