I’m sorry but I don’t understand what you need, can you explain it better. Also, can I take a couple of pics of the carb and control springs. I’m thinking I may know what the problem may be, but I’m not one for guessing.

When playing with RPM's, you need a tachometer. Some of those Toros have a carb spring you can gently stretch for more revs.

Put a picture up showing the carb and linkage. More pictures the better.
