Toro GTS recycler personal pace mower

Hi all,
I have Toro SR4 Super Recycler mower that I recently replaced the drive belt on. Does anyone have an idea how to adjust the clutch so I can back the mower up? The drive will not always release so I can back up and the wheels stay engaged. This is a real pain to work with. I tried adjusting the cable connected to the personal pace handle many times but can't seem to find a setting that works consistently. Any suggestions?

1. Loosen the cable support nut on the machines folding handle.
Pull down the cable jacket (toward the machine) until
there is no slack in the cable.
