Toro 268H will not go forward or back

Hi I am a new member I have a toro 268H I had a starting problem but was able to trace it to the seat switch runs fine now. But now it will not go forward or back the engine wants to stall every time you step on the pedal. The brakes are not locked up I can move it when releasing the rear interlock bar any ideas?

Have you crawled under the unit and inspected the belt. It may be shredded or have come off one of the pulleys.

Yes I have checked all the belts I also checked the brakes and transaxle they move freely. I am starting to think it maybe the Hydro pedal safety switch. The engine sounds like something is trying to shut it down as soon as you push the pedal forward or back.
