toro 22 inch recycler

i have a 22inch toro recycler 2006 model # 20016 , some how the cable that suppose to put pressure on the belt and make it move works backwards , when you crank it the belt always has tension on it so the wheels pull automatically , when you pull the bar and the cable pulls the pulley towards the engine which would release the tension on the belt , opposite of what its suppose to do , can someone help , I can send a pic

Definitely upload some pics with the belt cover removed. Did you just get this mower or did someone work on it recently?
I just put a new drive cable on my neighbor's 20016 and it's all pretty straightforward.
It may be that someone got the cable on the pivot on backward. Can't think of anything else.
