Walk behind Toro 21" Pow-R Drive flooding I think?

Hi all. I have a Toro mower. Every once in a while if I hit a patch of thick weeds, the mower will stall. That's not so much my issue. The issue is that almost always when I go to start it again, it won't fire up. I'm wondering if I'm flooding it? Waiting a while usually clears the problem up. I should also say that this particular mower stalls easy, so I have to run it at about 3/4 throttle. My only guess so far is that maybe that's running to much gas through and that when I go to restart I've flooded something. But I'm not sure why this would happen right after stalling.
Thoughts?

-A guy in Colorado with only minimal engine knowledge

What kind of engine briggs or Suzuki? Sounds like your carb needle isn't seating completely

You should be running your mower at 100% throttle. These engines are designed to run an cool better at full throttle. If your worried about the gas used in mowing you should get a old fashioned reel push mower. Your over heating your engine running at 3/4 throttle.
