Toro 20031 Personal Pace rear wheel drive not right

The mower would not roll in reverse (right back wheel locked up). I replaced the transmission and belt but am having problems with the rear wheels. In the rear axle a half-moon key is required in the pinion gear for correct operation. Is there a small compression spring that sits under the key? The slot in the axle seems too deep for just the key ; or is it supposed to work from the key movement? Confused and not very handy.

yes there is a spring that fits in the hole and the key goes in round side down flat side up.

The drive gear on that wheel may be installed backwards. If you look at the gear, one side has an L and the other R. L on the left side facing out and R on the right facing out.
