Toro 20016 front wheel drive - front wheels wont roll unless running

Kinda wierd. Mower off and the front wheels remained locked and wont roll. Start engine and they roll. Have a second of the same exact mover and comparing the 2 includign taking wheels off and drive housing I cant see anything different. Known issue/problem? Many thanks.
