I'm trying to replace the tire bolt on my push mower, but when I turn the tire forward it tightens to the point where the tire won't turn, and if I turn it backwards it loosens to the point the tire falls off, how can I stop that from happening?

Sounds like the shoulder on the wheel bolt is too short and not allowing it to bottom against the part that is mounts to before binding the wheel.

Do you have the proper length shoulder bolt? A atandard bolt won't work.
