It needs to have some way to sprout and set roots, which is why the packages recommend you spread it on loose soil. Birds, mice, etc. will eat grass seed just thrown randomly around. A few years ago I spilled about a pound of bluegrass seed on existing grass, nothing ever came of it.
I think if, as the last poster said, you can imbed it down into the ground so that it has a chance to really take root, that you might have a chance. Then again, if it's not down deep enough and you have birds or squirrels, it could just become food for the animals.
