Tecumseh 5hp governor shaft issue

Tecumseh 5hp motor mounted on a 2003 Craftsman 24" snow thrower (model #247.886640). Starts, but runs too high RPM due to governor issue. The issue is with the governor shaft that goes through the block from the governor arm clip to the governor gear. The shaft is very stiff and will not turn freely. It can be turned if using a pliers. The shaft can be pushed in towards the block about a 1/4 inch. In that position, it turns freely, but it is too far in for the governor arm clip to connect. Wondering if anyone has any input on how to fix this issue.

Click on view all engine parts diagram and click to enlarge, click again for exploded view. Parts 80- 83 in particular. Try squirting Liquid Wrench Brand penetrating oil with small straw attached a few times and let it soak 30 minutes or so.

Does that require removing the front of the case to do?

Is there an easy way to rig up the throttle lever directly to the carb, bypassing the governor? Would this cause running issues?

No, do not remove anything, just spray governor shaft as best you can and let it soak. As far as rigging, I would not attempt to stray from manufacturers procedures and specs., you'd be asking for more problems.

Still a no-go with getting the governor to operate properly. Maybe the shaft has a slight bend in it? If it does, it's not enough to be able to see. This engine runs nice otherwise and the whole snow blower is in good shape.
