Have a Techumseh engine on my snapper RER. had to rebuild the carb because it was putting gas straight through, needle not seating. Now the engine starts but I have no speed control. Wants to rev way too high. I can control the speed if I hold the governor rod manually. Always wants to push to upper limits. Have new spring and control linkage on it. Model information is 150129H, TVN195. Is there amanual out there I could down load for this engine.

Rule #1 always take a picture if don't have the manual.
Tecumseh manual says:
With the engine stopped, loosen the screw holding the
governor clamp on the governor lever. Rotate the clamp
in a direction that will force the throttle shaft open and
allow the governor follower arm to rest on the governor
spool. Push the governor lever connected to the throttle
to the wide open throttle position. Hold the lever and
clamp in this position while tightening the screw
I have tried this many times on my tecumseh prisma 37 with no success at all. The engine always ended up overreving and I could only get a decent idle by holding the governor back (away from the carb). A local repairer advised me to adjust it in another way:
Loosen the clamp (and simultaneously make sure that the governor arm rests on spool) and then mark the governor lever's travel from left to right, normally 1/4 of an inch or less. Then tighten the clamp when lever is at mid position. If still overreving, the lever should be moved VERY slightly to the right. If idle is low VERY slightly to the left. Trial and error. In my mower left is towards the carb, so moving the lever to the left opens the throttle and overrevs the engine.
It may take you an hour or more to get it right but I think that it's worth giving it a try as described above.
I note that normally there are two idle screws on the carb plate, adjusting governed and non governed idle. If you have played with them you will definately need the service manual, I think I have one in pdf in case you need it. You should also make sure to attach the governor linkages and spring to the correct holes.
