TB685 EC Weedeater 2018 Model Cord not catching

I recently bought a Troy Bilt TB685 EC Weedeater from a neighbor who said he used it only a handful of times in the last year (looks brand new) and I cannot get it to start anymore. It does not feel like the pull cord is catching anything to start the motor. It looks like the weedeater is from May 2018 based on the date on the bottom of the case. I disassembled the case to access the cord section and nothing looks to be obviously broken,but I may be overlooking something someone familiar with these might notice. Below I am attaching pictures of this area and hope that someone can help diagnose the problem.

I should note that I got it to partially catch a couple times but would slip off and then not catch at all.

In your third picture the starter pawl springs are disconnected and not pulling the pawls toward the center of the fan lookiing thing. The pawl one the bottom looks like it could also have the stop broke which should prevent it from swinging too far out.
