TB230, 21" Troybilt, won't start

I have a TroyBilt 21", TB230 mower. Stopped to fill it with gas and when I tried to restart the pull cord now has a ton of resistance. No way to start, too tight.
Lawn is flat and kept well cut.
I love this mower but this is out of the blue. I can reach under the mower and turn the blade but is has a lot of resistance. Underside of the mower is clean.
Any ideas appreciated.
