Been working on a swisher pull behind mower. It sat for acouple years other wise brand new. When I got to start it. The thing turns and clunks. Now I turn it by hand and it makes a noise. So I looked at the bottom pulley. It was rusted to all hell. I took it off and it spins my hand just fine. So my question is. Would that cause it not to be able to turn over?
