Engine Surging and high reving issue

I have 130323 (I think) that I am having trouble with the engine surging upon start up and then high rpm's after it runs for a minute or two. The high rpm's are not controllable by the throttle speed lever either. It just revs up very high and then acts as if it is going to die. I can then manipulate the throttle speed and keep it running and it revs out of control again.

I have taken the carb apart for inspection and cleaning. Nothing of interest was found, all jets were clean. I used compressed air to blow all pieces out. The throttle mechanism was all cleaned and appear to be in good working condition. It will start on the first or second pull but will not run properly. I have heard that it could be a clogged muffler, I have yet to try and clean this. I recently had the muffler rewelded and I guess something could be wrong there. I don't know how to clean the inside if it is even plugged.

If anyone has any suggestions on what may be preventing my Lawnboy from running properly please share your information.

That appears to be an invalid model number. If you can't find the correct number try posting a photo.

Model number might be 10323 and the high revs and surging might be a vacuum leak which is causing a lean mixture. Also check the the reeds. Scroll down and read the post by mary wilson.

The mower is model number 10323.

I am in need of assistance. I did read on the "Mary Wilson" post where the issue turned out to be sucking air and needed gaskets. That might be what I need as well. Any suggestions as to how I may determine the need for gaskets?

has the carb been worked on before?The air vane could be set too high via the clicking wheel and its possibe the spring its attached to has been tweaked due to improper disassembly.On this carb look for warpage on the inlet and outlet ends of the carb
