Super Recycler 20381 starter is locked up

I have a Toro Super Recycler (model 20381), and the recoil starter gets locked up when I try to start the mower. I can eventually get the mower started, but it is very difficult. The starter was locking up so much that the starter cord broke recently. I have replaced the cord, but the issue of locking up still persists.

The oil level is fine, but the oil looks pretty dirty. I had the oil replaced earlier this year, but the problem was still happening with fresh oil.

From what I have gathered, the problem could be the spring in the starter mechanism or some kind of oil issue. Any advice on what to do, or is this the result of some other problem?

Remove the spark plug, tie the bail down then with the mower tipped (carburetor on the high side) turn the blade. If it is stiff either the brake is not releasing or there is an internal problem.
