My new to me tractor suddenly seized up so the belt starts to burn. I removed the deck and found that the pulley on the transmission moves back and forth. I assume the bearing is shot, is this a common occurrence and will I have to change all the bearings?

These had upper input shaft bushings in the trans housing that would seldom wear. You would need the number off the trans/differential housing to possibly locate any parts. Green Part Store may be able to help.
It was common for the pulley splines to wear out and strip, but the input shaft needs to also be replaced due to wear.
Otherwise, it sounds like it's time to possibly look for a used replacement transmission or another parts mower. Manual trans models are little harder to find in my area.
As I recall when I worked for the local JD dealer this model was the mower model that started the "black deck versus yellow deck" debate among owner's years ago. It was just a deck paint color difference. (Marketing Sales psychology at its best).
Yellow '89-'93.
Black '94-'97.
Both were very popular back then, but people often like to brag about which one is better.
