my briggs engine seized but I manage to free it except the push rods that moves the intake and exhaust valve, even with multiple solvents.
When I turn the flywheel the piston moves with a slight catch but not the rods.
Do I need to open the crank, if so how? I do not need to remove the flywheel?

Sounds like you have a broken camshaft or broken timing gears.
