My friend as a Stihl chain saw easy start that will not start.
New gas, New spark plug, I have spark, I spray cab cleaner in carb but no start, I removed the spark plug and add a bit of gas in the cylinder but it lock up ( could not pull the cord ) I loose the park plug a bit to unlock and still no start.
The thing is that there is no effort to pull the cord but the engine is not turning more then a few turns when pull.
This special feature (Easy Start) seem not to turn the engine an off to start!
The manual starter as 2 springs but they are good.

Being that Stihl made so many different models, it would help to know which one you have.

How old is this saw?

How long has it sat with old fuel in it?

These had a soft pull inertia start head and they are a pain when the act up or go bad.

Sorry, I gave it back to my friend after making those quick checks .
The unit was still under warranty.
Just want to know with your experience, what could be the problem.
I think it was a MS291.

Likely a wrong fuel mix or the muffler got carbon choked so it could not draw in air and fuel mixture.

Do not spray carburetor cleaner in a 2-stroke to start it. Use a bottle with pre-mix fuel.
