Repairs Statesman 3420-54 Garden Tractor won't do inclines

Rather old tractor does fine on flat ground but poorly going up inclines. Is it the transmission or belt? On a unit this old, should I replace or repair. Anyone have an idea of the cost and work involved in a repair. Thanks. Barrie

Should just be belt on that old of a machine. Try that first and if it does not fix it then we can go from there to get more info on the machine to figure out what is wrong and cost.
