Hi - You ever have that feeling when you've looked up and tried everything you can think of and u still can't figure that out? Welcome.
I've got a RATO R210 engine (Ryobi pressure washer # 80544) that will start but idles bad, pops, shakes. It will rev up some but still doesn't sound good.
I've tried:
Cleaning carb 2 times - then installing a new Chinese carb - verifed the needle and float are sealing using a vacuum pump
Replaced Spark Plug - gapped
Checked Governor
Pulled heads - head gasket ok
Reset Valve Lash
Inspected Piston and Bore
Verified timing marks on Cam and Crank are lined up at TDC
Replaced fuel filter and gas
Verified ACR is operational with a bump of the exhaust valve right before TDC
Oil is good and at proper level
I can't tell if its running too rich or too lean or if the cam is bad or what....
Just an update: I took the head off and poured gas on top of the valves (upside down while is my vise) . I then took a can of compressed air and shot it it into the intake then exhaust ports. I got bubbles coming out of the Intake valve - none on exhaust side. Hope this helps someone.

shouldn't be leaking around the valve, I'd Lap the valve.
So I lapped the valve and then did another leak down test - it was within 10%.
It still runs poorly so I did a compression test
cold and dry :64psi
cold w/ a little oil in the hole : 83psi
with throttle open and oil :90psi
To me your leak down measurements and compression test measurements contradict each other. I don’t see how you can get a leak down test of 10% with those compression test readings.
