Starting trouble, TimeCutter 1642Z

Can't figure it out! New battery, New solenoid, New Starter. I figured, if the battery and solenoid were good, then the problem must be the commutator or windings in the starter so I bought a new one. Oh Boy! Twisted my brain, it did!
First question: Does the 16HP B&S, when looking down on the fan... turn clockwise? The fan blades above the flywheel would suggest so.
2nd question: If the Fan turns clockwise, doesn't this mean that the Bendix gear coming up from the starter, spins counter-clockwise?
Well, my Bendix gear is spinning clockwise as well, which makes no sense to me. To get the Bendix gear to go up, it has to go counter-clockwise.
In essence, I think the "new" starter is turning the wrong way. Would anyone be nice enough to clue me? I need to move the dang thing, and at 76 yrs old, post chemo, I have no muscle to push it!

The starter will turn backwards and keep the bendix in the down position if the battery connectors are reversed. negative to positive, positive to negative. Sometimes if this happens can also cause other electric issues and damage.
