With the plugs removed the starter no longer fights the resistance caused by the compression of the engine, therefore, it spins easily. Either you're not getting enough voltage to the starter, weak starter, or too much compression at starting time. That could be caused by a few different things but is normally a sign of the need to adjust the valves.
