something not quit right

I have a kohler 6.5 hp seris number sh265 3131 would run but no rpm or power. Replaced the head gasket it was bad same problem so I replaced the carb now it will run but still no power and sounds like it is under a load all the time. Also can not get it to go past half throttle it sounds like it is running on bad gas. replaced plug and fuel
 
Does it die if you go over half throttle, or does it still run but just wont go? Do you have goo flow out out of the fuel line?
what type of equipment is it on?
 
fuel line is new, new plug,new carb, new head gasket. runs past half throttle but wont go and when you back it down it dies. Also changed oil and premium gas
