Something killing engine when engaging...

Hi - I have a 1994 12-38xl riding mower that I've been having fun restoring.

I just completed some engine work and that runs fine but when I release the clutch/brake or just start to move the pto lever from "disengage" the engine dies. I disconnected the kill switch coming from the magneto and that solves the problem. But obviously I can then shut off the engine!

This tells me something is wrong with the pto and or the clutch safety switches or circuits. Seems curious that it's both switches at once so looking for some ah ha pointer from anyone out there. Or at least some guidance on how to diagnose.

Does it have a seat switch?
Operator not in seat..
kills engine when brake released or engaging blades.
