Some advice please

Hello everyone. The blades on my L-110 will not disengage when I move the lever down. I notice the cable is a little frayed at the top and should be replaced. I s their a good way to replace this?

Maybe you could post more info like model # serial # to get a better idea of what you are talking about OK.
