snapper snow blower . surges

I thought I would get out my snow blower and get it ready just in case we get snow this year. noticed some old fuel still in carb. thought I ran it dry.well it surges really bad. so off came the carb for a cleaning, no help. so a carb kit. no help. I have a new carb on hand, but its a replacement, one without the adj on the bowl. put it on and it still surges. what else could be wrong. its a HM80 ENGINE TECH.

Is the govenor arm clean? Might need adjusted or water in fuel and needs to be burned out

yes adj the gov. cleaned the tank new fuel line. checked the timing key. checked the head gasket. the valves looked like they were not seating right, would that do it.

Well if they are not seating right they need adjusted anyway. So I would adjust them and see if it solves the problem.

the only trouble is there is no adj. its not an overhead valve.

Usually surging is a lean mixture.

I agree, might be a vacuum leak.
