Snapper rear engine won't start

I'm a new member here and hope someone can help. I have a Snapper rear engine model M281019BE. It will turn over with the electric starter but will not run. The only way I can get it to run is to remove the small wire going to the coil which bypasses the safety circuit. I have tested all the safety switches and the all work as they should. When all the safety switches are made, the circuit is open. If any of the switches are not made, the circuit grounds as it should. The only thing I can't test is the black plastic interlock module that plugs into the safety circuit. Does anyone know of there is a way to test this module?

call dealer & see if they can test module if you just bring module in.

Thanks for the link but I have the owner's manual and have studied it thoroughly. It's always leads to authorized dealer. I'd prefer not to take it to the dealer.
