Snapper LT300 transmission belt help install

My transmission drive belt broke on my Snapper LT300. I can see how belt is supposed to go on and there is a tensioner in the middle. However I am not able to get the belt over the top pulley as shown in picture. It looks like the nuts and springs should raise and lower the assembly but they do not. Maybe it is stuck and needs a little help. Seeing if anyone here has seen this or has any ideas. Thanks

The nuts and springs adjust the air gap on the electric PTO clutch. Those should not have been turned. Another issue now. You need to remove the crankshaft bolt and drop the clutch and move the pulley down a few inches to get the belt on. Clutch and pulley may be stuck on crankshaft. Do you have an air hammer?

Thanks for your help. I had local mobile mechanic come help and did exactly what you said. Also had to pull engine up to get around a belt guide. Also he knew how to adjust the clutch enough to get it back in correct postilion which it was not.
