snapper hz1438 blades dont' turn fast enough to cut

my father-in-law sold me an older snapper zero-turn mower (cheap) at the beginning of the mowing season (yard cruiser hz14380bve - think it's a '99) started out working wonderful - but in the last month, every time it's used, after the first 10 minutes or so, it stops cutting - as tho the blades don't turn fast enough to cut - can't take the resistance. is it a pulley or belt issue?

any advice?
