I have an older Snapper mower (21405PS) and want to fix it up to give to my Dad. Where can I get an owners manual?

You can get the (very simple, 8 pages) user manual (google search "Snapper 21405 manual") on several sites like : "anyusermanual.com" or "lawn-mower-theyearlings.com"

You can get free parts list on (selling) site like : "lawnmoverpros.com"

The motor is a Briggs & Stratton model 111707 type 3048 01 on my 21405PS. Parts list can be found at : "http://www.partsandservice.com/"

If really needed, a care guide could be buyed at (I didn't try) :

I'm still looking for a electric wiring diagram. (Let me know if you find one.)

I repaired by myself an very old Snapper 21405SP.

Try this way :
1 - verify oil level and put some if needed (do not overfill)
2 - verify electric starter : A> close the fuel tap; B> remove old battery, charge and verify it and put it back on the mower (or connect + & - wires to the battery of a car); C> then hold the (security) blade control up and turn the key a while in start position (engine should turn, if not you can still try the following points in manual start procedure)
3 - verify the good working of electric circuit an valves of the engine : A> put engine control in Fast position (NOT in Start or Choke); B> remove airfilter, put some gasoline inside it (paper should be "wet") and replace it kwickly; C> then start engine as in 2 C> point (engine should start and work a few seconds at first glance or after one or two tryings)
4 - verify tank and carburator : A> put engine control in Start (or Choke) position; B> verify gasoline level (put some if needed) and open the fuel tap; C> start the engine as in 2 C>.
If it doesn't work at point 4 or if it stops after a while, usually you shoud clean the tank filter (remove tank, clean with warm water and liquid detergent and dry it with some alcool) and the carburator (remove the main jet downside the carburator and the float bowl, clean them an replace).
May be you will have to clean the carburetor one or two times again. If lower (jet) seal is broken, a fiber seal should be strong enough (10mm hole).

In my country (Belgique) there is no more leaded gasoline available. I use the Wynn's Lead Substitute in SP95 gasoline (1 part for 1000) to protect the valves. In France, they have the SP95E10 (sans plomb 95, unleaded octane 95) with 10% ethanol that can destroy stuffing or sealing rubber. Avoid it if possible.
