Snapper 28085S hard to start

The electric start will turn the engine over, but it will not start. I have to resort to pull starting. Around 8 to 10 pulls with jumper cables to my Suburban running. Not sure where to place throttle, can't make it start on full forward. I place it somewhere in the middle and it will eventually start, then advance to almost full throttle. At full throttle it will cut off??? Once it is started , it is great! I would appreciate the help.
