Slow Hydro Gear

I just replaced the hydro gear transmission in my Cub Cadet LT1050. After it was installed I started the engine with the mower still on the jacks and put it in forward and reverse. The axle turned very slow in forward and even slower in reverse. I then purged it as shown on hydrogear.com and no change. A service bulletin came with the transmission saying that the friction pack nut had to be backed off 1 to 2 turns before operation. From the diagrams and model numbers on the bulletin the tranny I had did not have the friction pack nut.
Model #618-0319
Whats the problem?
