Seized Piston Ring in Two Stroke

I have a Homelite HT-21 two stroke hedge trimmer. Would not start. Compression around 30 psi. The machine only has one piston ring, which was seized to the piston. The piston was not seized and moved freely in the bore. There is blowby as the piston skirt is brown/black. I had to pry out the ring. There is no peg in the ring groove to hold the ring in place. Aren't all two cycles supposed to have such a peg? What is going on here? Thanks

I have seen two-strokes without a ring peg. Try to find a service manual for the trimmer -- that's your best bet in terms of answering that question.

What is going on here?

Isn't the real question: Is this trimmer worth fixing? My inclination is that it probably isn't unless you can find another one with which to cross parts. At the minimum, you need a new piston -- plus the cylinder wall may be damaged even if it isn't visibly scored. There may be other damage that you haven't found. How much did the trimmer cost new? Cost of parts? Value of your time fixing it -- with the result uncertain?
