Sears push mower only starts with starting fluid

Sears push mower:

New carb
New plug
New gas

wont start unless starting fluid is used. One quick spray and it starts on first pull and runs like new. Turn it off and needs spray to start again.

choke not closing on starting
It should restart when hot\\linkage not hooked up correctly

How about some engine numbers to help us out. We are not standing next to you to see if you have a big block Chevy, Dodge Hemi, Kohler, BS, or a vintage Maytag engine.
