Mower deck Scalping

Recently my Prestige with a 54" mower deck, has started "scalping". I've tried changing the position of the rollers on the back of the deck, checking tire pressure, and replacing the blades. (It was time for new blades anyways.) Still scalps. Anyone out there have any suggestions before I take it to the dealer?

What does the height adjustment lever do? Does it raise the deck off the ground at highest setting?
