I would like to fix the idle surge on our Scag zero turn mower that has plagued us for over a yr. It only seems to surge under no load, with little or no choke. How difficult is doing a carb build for the first time? Does anyone know of any links to service manuals for a kohler command pro 23? I will start with fresh gas and new filter and go from there. I do believe my dad replaced the filter last yr.

Here is a short low resolution video of the governor spring moving back and forth.

Get yourself a can of Sea Foam fuel additive and follow the directions on the can. Carbs can be tricky and I don't recommend the you get into your Kohler carb.
When I use Sea Foam, I pour it into an almost empty fuel tank to get quicker results.

I had a half of a can available on hand and poured that slowly through intake and it did seem to help a lot with the low idle. Now when I give it 3/4 to full throttle it will start pulsing again.

Thanks for the link. I have the horizontal shaft engine shown here with single barrel carb.

Sea Foam is a fuel additive that has the ability to dissolve some deposits that have formed in the carb. It is added to the fuel.
If your Kohler has an externally adjustable low speed mixture needle, I suggest that you locate it on the carb, close it by turning it clockwise, count the amount of turns exactly, open it back up to the same amount plus about 1/8th turn, start engine and check it out. In the Kohler service manual there is a procedure for this adjustment.

Okay I appreciate all your input. I will try to pump out remaining fuel and add 50/50 gas and seafoam in tank and run it, and see how that does. Then go on to the steps your provided. Page #24 on the kohler link I provided above is a diagram of the carb.

This web response answer seems to describe my situation as well. After doing research on parts, carb gasket kit is ~$100 + ~$70 for carb repair kit, or $290 for new carb. Hopefully I won't have to do that.

Don't run a 50/50 mix with seafoam unless you plan on fogging mosquitoes for about 3 blocks. Add about 1-2 ounces per gallon and run the engine for a while and see what happens. the high speed surge is most likely the same problem as the other mower. Sometimes increasing the idle speed slightly may also help the low speed surge. The high speed surge is actually the idle side of the carb partially plugged. Does it surge under load. If not that is most likely a carb problem.

Thank you ILENGINE,
I cannot imagine what a 50/50 mixture of Sea Foam/gasoline would do to an engine!!!!!

There is an aerosol version of seafoam, called Deep Creep. You spray it in the intake with engine running, even to the point of killing the engine. Come back later and restart engine, and get rid of all the insects in the area. Also can be used as penetrating oil.
