I have a 2006 turf tiger with a 23hp engine, for some reason the idle keeps running up and down and it wont stabilize.I though it might be the spring that connects to the throttle and govener. It is fuel injected so i cant figure out how to adjust it or remy this problem. Does anyone know how to fix this problem. Patick
I have a Scag Turf Tiger and have experienced the same problem.
What I found after studying this for quite some time was that the governor shaft was not rotating as it should. I didn't want to tear the engine down and fuss with it at that time...so I experimented somewhat. I noticed that the governor shaft had a small amount of corrosion (rust) on it. Also that it seemed to not turn as much as I thought it should. I used some PB Blaster on the shaft where it is exposed at the top of the Carb. The only thing you see is the end of the shaft which holds the governor within the housing. I let it soak and repeated this several times. The surging went away for that entire mowing season. It returned last year and again I used the PB blaster several times and let it soak in. Worked for me again. The rust may have built up just enough to prevent the shaft from turning as it should. So now I spray it occasionally just to keep ahead of the rust build up. Worked for me....wishing you well on yours. Enjoy your week!

On small engines, if it surges it's most likely a dirty carburetor.
edit oops you said fuel injected....
