scag - bunton mower won't start - neutral problem

I have a Bunton lawn mower that won't start because I think the mower believes that it isn't in neutral. I noticed during my last now that I couldn't take my hand off of the handle after I put the mower in neutral. How do I fix the piece that let's the mower know its in neutral and where is that piece located?

You may be able to get manuals for your Bunton at bunton.com. Bob-Cat has taken the responsibility of Bunton machines.
