Scag 35hp staring problem

Hello I Have Scaggs Turftiger just replaced the engine vanguard 35hp now has 17.5 hours on it. At first I had to bump the key 20 times to get it started and now it does not start at all. Used a screw driver to try to jump it and all I heard was the starter spin. Replaced the starter because I thought it was the solenoid and it still does the same thing.

Need model and type numbers from the engine and also the Scag Model number for research purposes.
