I have a Huskee 46" 21 HP 2003 model 13AT688H131. How many safety switches are on this machine? I count 4...brake, seat, reverse, and mower deck.
how do I check each to see if they are operating as they should?

If it starts, runs, and mows you would need to test each one by lifting up off the seat for ther seat switch, try starting it without pushing the brake, and etc. I think the deck, and reverse switches are tied into the seat, and brake switches.

Well I forgot to mention that the mower does not start. Since this started acting up I've had to jump across the solenoid. The switch does nothing. Confused.

The two switches that will keep it from starting are the clutch switch and the pto switch. The are both four prong normally open, normally closed switched. You can take a multimeter and test the switches, Two prongs will have continuity with the button up, and the other two prongs will have continuity with the button down. I haven't looked at the parts diagram for your mower, but if this is the one with the single deck engagement, height lever, try pulling back on the lift lever when trying to start the mower.
